A woman has been arrested over a hit-and-run crash in South Los Angeles that killed a 16-year-old boy and seriously injured his younger sister, police have said.

Raygine Glentasia Evans, 28, was arrested at about 10:30 a.m. on Wednesday, October 28, in Los Angeles after detectives from the Los Angeles Police Department Metropolitan Division and South Traffic Division located her, according to CBS Los Angeles.

Evans was booked for murder, grand theft and shoplifting with two or more priors, CBS Los Angeles reported. She was being held in lieu of $3.2 million bail. No court date or plea has been reported.

The crash happened just after 9:30 p.m. on September 22, 2026, on 60th Street near 10th Avenue in South Los Angeles. Police said a blue 2025 Nissan Sentra was travelling eastbound at high speed, over 80 mph, when it ran a stop sign and struck Hernan Martinez, 16, and his 14-year-old sister, Vicky, as they walked with their mother in an unmarked crosswalk.

Hernan died at the scene. Vicky was taken to hospital with severe injuries.

Police said the driver and a passenger fled the scene on foot after taking items from the car, and were later picked up by an unknown driver in a red Honda Accord, CBS Los Angeles reported.

Detectives said Evans was also wanted in connection with a series of robberies across Los Angeles County, 10 of them within the Los Angeles Police Department jurisdiction, and had nine previous tickets for reckless driving and running stop signs, according to CBS Los Angeles.

Police had identified Evans as the suspect at a news conference last week, CBS Los Angeles reported. More details were expected on Thursday, when city council and police officials were due to hold a news conference and family members of the victims were also expected to speak, according to CBS Los Angeles.
